For current card members, Amex apparently looks at a previous SP and their internal scoring to decide if they are going to aspprove the new card. If the SP looks fine, they will then do a HP. As long as nothing has changed between the SP and the HP they will approve the new card. Thus, the mantra SP if declined has come about. It is rare that a denial will be a HP, but it does happen.
