I would focus on paying down the debt, but if that's not an option then the only way to reduce utilization is to go on the offensive and apply for more credit: meaning new TLs or hard pull initiated credit limit increases. I will say though, if you are maxed, lenders do not like that at all and will have no incentive to extend more to you.
This may not work well if OP is trying to buy a home or will be looking for a mortgage in the near future.
