Transferring to British Airways is a good value for short domestic flights. I would wait until they run a transfer bonus if you can.

you probably can find something to carribbean at or around 25k , maybe even less.

Make sure you can transfer UR points to an airline that you can use to fly to Israel. Also make sure you look at the redemption requirements with that airline's reward program for flights to Israel before you rely on 40K points to get you there.
