If I want to avoid the AF on the amex plat when do I need to close it? I know they do pro rata correct? Once the fee hits my account can I close before the statement balance is due and not owe anything? Since I am keeping the prestige card I do not see a reason to hold on to the amex plat as well, Eventually I will pick up the business version down the line.

They dont do pro rated refunds any longer. Once it hits, you owe it.

No. you have 30 days from when the AF is charged. Once the 30 days pass, the AF will not be refunded.
You're right, forgot about that provision. Just no pro rated refunds any longer

Does Amex hold grudges against those who purposely close a charge card right before the AF hits? This would be important considering OP wants it back in the future..
They really don't need to, since they allow one bonus per card per lifetime. No "wash/rinse/repeat" allowed.
