Well I have been Amex card member since 2010 and always carried balance :-) (not proud) and I have always received my 3X CLIs. When I got approved for Hilton Honors, my overall util was upwards of 83% and they still approved me with 4500 CL, 60 days later I got 3X. 

If a Credit Card company doesn't like people carrying balances then they are in the WRONG business.

I believe the Amex 3CLI is based off internal AMEX scoring.   

For me I've always held a balance with Amex.. The last time I had requested CLI  I had overspent AMEX by 500$.  Request was approved.

I got my CLI with a balance reporting as well. I usually let balances report, but have always paid in full when the bill is due. I think I had about 30% balance reporting on the card when I got my 2nd 3x CLI.

had 1000/5000 when i tried for my 61 day CLI got approved for 14k. They will be more conserned with your AAoA and overall util

Thanks all I got my 3x cli last night. 3500-10.500. Out standing.  Even had 600 dollar balance no problem. Was instant. Less than 30 seconds.

Both of my increases I had a balance and I've had one ever since.. I also got an email this morning from AmEx stating
"Remember, your Blue Cash Everyday® Card gives you the option to carry a balance, so you can take more time to pay when you need it."

I went from $7K to $12K.  I did not request the full $21K.  Balance was around $600; I pay my statements in full every month.

Next month I'll know for sure if Amex bases everything off internal scoring, the most recent SP, or fresh new report. 

I'm way over 90% UTIL with Amex on my 0% promo and I'm at about 35% overall UTIL. 

AMEX has been quite generous to me in terms of auto CLIs.  In fact, for each of the last two auto CLIs I thanked them personally by initiating a manual CLI request.  

What better time to know you are on good terms with them than when they just gave auto cli?

They did sp pull over a month  ago. All  my util is good. I'm am certain all is over hyped about balances. 1 person denied. With small balance but other bad area. Thinks it's about balance. Too many people in this thread now proves. No problem with amex and balances.
