It worked for me when I went onto the Amex website in private mode on my MacBook. I had a preapproval offer for a BCE with a $250 bonus for $1000 spend rate and 10% cash back for Amazon. I applied and approved for $2000.
That's not bad for someone rebuilding after a bankruptcy in my opinion.

TU 698 EX 710
Inquiries for 2016: 9 (mainly from joining NFCU and PENFED. Also bought another car)
Total credit lines: $167,000
credit utilization: 16%(high due to holidays and taking 3 week vacation at end of year)
installment loans 2 car loans, 1 personal
DTI: 28%(estimate)
chapter 7 bankruptcy discharged Feb 2012, didn't burn Amex.
no lates since bankruptcy
Amex BCE was instant approval, no recon needed.
Hope this helps.
I probably would have had a higher credit line if I didn't have so many inquiries and added 4 new trade lines this year to my CR.
