Just tried on my card, over a year old. Two months ago, I stupidly agreed to that 6.99% APR offer on new purchases even though I always, always PIF. Now that useless offer is blocking them from lowering the regular APR on my account.
Looks like I won't be getting my APR reduced until after 3/27/2015 when the offer expires.
