Conversely, I know someone who just got a Freedom Visa Signature card in the mail today with a $2,800 starting CL. Clearly it is not limit-dependent.

I think I read somewhere that you are eligible for upgrade if you've managed an account with a 5k limit for over a year.

Try Commerce Bank Card Special Connections Reward card, I have a high limit through them and low APR. Right now there's a lot OF POINTS BACK for anything even cash.

12.99% variable purchase APR after a 0% promotional purchase and transfer APR for 15 months.

That is the best rate for applying. FYI my Chase cards has 19.24% APR (0% APR for 6 months) with CL $3K, standard Visa.

My Freedom has a 8k limit, and 12.99% variable purchase APR after a 0% promotional purchase and transfer APR for 15 months. It is a regular Visa, not a Signature.
