I held my breath and applied for an Orchard card-with a $19 process fee(refunded if they can't open an account)

My question is that when I applied, I was approved, now it says "still under review," but they have cashed my $19 payment.....is there a chance I could actually get this?? Anyone had this?

Most likely you'll get the card. Relax and and give it few days for the card to arrive.

How long ago did you apply, and when was your last contact with them?

If they cashed your check, I think you will receive the card.  This happened to me.  Don't be surprised if it takes at least a couple of weeks for you to actually receive your card, though.
