It seems to be very secretive info. I can't find a thread that it is listed in, and no one will simply tell you, everyone just says its been posted. Could someone please relay some contact info if they have it, greatly appreciated.

You need the email address of the Capital One CEO. How might you find that? To choose a random example, see what happens if you google "capital one ceo email address"
You don't even need to open any links as the required information appears in the search results screen (in the first item for me)

No one posts it here, because any email or phone posted here immediately gets thousands of hits, and ultimately ends up changed or shut off. Then it no longer works for anyone. Most people here believe you should do the very minor work of reading the posted walkthroughs explaining how to get it done, who to contact, and when. In addition to what's posted above, the walkthrough posted HERE should get you through it. There's even a Google Fu search link that will search for you.

Just called the number and talked to a Jennifer or something... I said I had Cap1 with Credit Steps thats done at $500 and a Best Buy MC that is just sitting... she started off the bat to say they still can't see the Best Buy accounts but they do own them, something about setting up in system (Bah 1) - she also asked how I got this number and I told her several different credit boards had a lot of success and also posting of the number to get capital one to look at what kind of customer they were missing.
She took Cap1 ard number and pulled up and said yes I can see just over 1 year old and paid on time and $500 limit... I can submit for review if you would like. I said I want NO HP's and she quickly said no this would be internal review only and quickly came back with "At this time your account is not eligibile to be manually review for a CLI, it is currently systematically review eligible only.
SAY WHAT!
She went on to say Capital One is very conservative lender because what happened before with some banks we don't want to put our investors in that much danger!
I made her clarify that when she says conservative, you approved basically anyone that applies but then after you won't do anything?
and she said yes much of our approvals are with risky credit but after that we just don't risk much with credit line increases, in order to keep our customers within means of being able to pay.
I said "This phone call has been like calling overseas... I got the same script and same lack of results minus an accent!"
She did not like the word "Script" and said it 3 times that she wasn't and that she can't over ride the computer AND "We know about the information being posted online and most of it is just not true"
I was like now I went from frustrated to insulted... I said if you are telling me that Capital One is not giving out CLI's and manually reviewing accounts out of the executive office to see some people in high 700's with $300 limits and you are trying to convince me that myfico and ALL reports of such CLI are lies you have made this call worse then calling overseas!
In the end she gave the same sorry, you will receive something in mail and I gave the usual. Makes me want to go back to my Secured Card with Navy and never opening either of these cards. I even would probably agree to not give me increase if she had actually looked at a report and talked to me about it... (That was actually what I was looking for, and had she said oh I see this, and this, what happened, or with that... etc. I would not have posted any of this above, I would have been like yup this works! HAHA

Which #? the backdoor, or the exec #? I think you might have better results if you do an exec email.
