I have requested CLI on capitol one recently and got the same response:
Recently you contacted us about increasing your credit limit. We're writing to let you know that, unfortunately, we were not able to approve the increase for the following reasons: A credit limit increase on your account is not currently available upon request"
I had the card for more than a year, initial credit limit was $500 and they incresed it on their own to $750 after 3 months I believe.
