Applied for Chase & called the anylyst #....what does this mean?

I could not help myself & app'd for the Freedom, I got the 7-10 message.  I called the backdoor # & spoke to a really nice rep & she asked me some questions on my paid collection from 2006.  The reason I applied again (app'd in Dec & denied) b/c they said my balances were to high.  I've recently paid down my balances so I thought I would try again. Anyway the rep said "I tell you what, I'm gonna send this for recomendation for approval but I need a sign off" what does she mean by a sign off?  Anyone had this before?

Probably need someone higher up to approve with the collection.

I know she pulled EX but I dont know my Fico EX, my EX Plus is 697.  I have an old paid collection from 2006, 1 30 day late 2yrs ago & my utl is about 5%.  I'm really hoping to get approve for this prime card, I want to axe my credit1 & orchard.  She did say she would send for a recomendation for approval b/c the paid collection is old, crossing fingers here.
