I never carry a balance on my cards, but I just wondered if 19% meant they evaluated my credit lower?

I got the 18.24% instead of 15.24% on Blue even with a 752 FICO and almost 2 years of history with a charge card.  Since this is your first Amex, that's really not too bad.  Congrats on the good credit limit too.

than I would apply for Blue, but you can have only one Blue style card you will have to close and re-apply to get the BCE in the future.

This is not true.  I have the Blue, BCP and the Clear.  A rep told me I could apply for an additional BCP as well (weird, not sure if she was right).

i applied for the BCE,  it was canceled said I was allready approved, call the CSR said because I had the blue that caused my app to be canceled.

perhaps BCP isn't included, I may give BCP a try in a few months.... too many INQ right now.
