As my final option I applied for this credit card. I had to pay a $99 deposit and it has a $29 annual fee but this is so much better than nothing. $200 limit but only gonna use it to pay for gas anyways so I'm pretty stoked about building my credit.

Congrats! That's the same card I opened to start my credit rebuilding process. Treat it well and in a year you'll likely be approved for a non secured card!
So my 1 question is, if I want a bigger credit limit I can deposit more money for it, that I understand. But later on when I want to close the account would I get the whole thing back? I paid a deposit of $99 for a $200 limit. If I give them another $100 that should make my limit to $300. Later on if I want to close the account I should be getting back $199 correct?

i believe after a few on time payments they will offer you a CLI for an additional $$
