Are Store Cards (non Visa, MC, etc) Viewed As Less Risky?

For example, if a potential lender (loan, mortgage, credit, etc.) sees a CR with let's say 15 card accounts: 10 dept. store cards and 5 major (Visa, MC, etc.) cards, would they be less "intimidated" or consider someone less risky as far as granting credit as opposed to someone who had 15 accounts with ALL major credit cards? (Provided the util. on all of them was where it should be in either scenario). I saw something on here a few days back that suggested a store card is viewed as less of a threat on a CR than a major CC when considering someone for credit is why I'm asking.
