In the end, there is a new way of processing transactions that is faster, requires less paper, involves no pens or styluses, and keeps a dropped credit card unusable by the person who picks it up. Liability and cost of chip readers should be an afterthought. Chip + PIN = the future of credit transactions, however slowly the USA takes to get there.

This may be true, but the initial costs are enough to discourage the change. Especially in this current economy, many companies won't spend money unless they abolustely have to. It will happen eventually, but at a much slower pace than if we were in the boom times of the late 1990s.
