Are credit bureaus the only source for pre-approval mailings?

I'm trying to figure out what sources do credit card companies use as a way to find canidates for credit cards.Credit bureaus is one way but are there others? Do credit card companies use Myfico,or Credit Karma? Any other sources?

The big 3 are where they pull from EX, EQ and TU are all business related.  myFICO, Credit Karma et al are consumer based.   Credit Karma is actually a FAKO and does not give you a FICO score rather their own rendition of a score.  General rule of thumb for a FAKO is +/- 200pts.  "give or take".
