Are most CCC's requiring a hard pull for a CLI now?

I just requested a CLI on my 5 1/2 month old Barclay's Juni.

They told me they would be looking at my credit, and I anticipated a hard pull.  At that time I had no inquiries on TU, so I was comfortable with that.

They pu me on hold, and came back with approved CLI.  And guess what - no hard pull!

I think it may be simplier than that.  Many of them are not really wanting to issue CLI's and requiring a Hard Pull will make a lot of people think twice before agreeing to that.  Just a thought.
