Their preapproval form says they pull CB data. Does this count as an inquiry?

On their pre-approval form, they "soft" your credit report(s). Which means, it's not the type of inquiry that others can see = does not count as a hard inquiry.
We're talking about the webpage found here:
where it states the following:
"Please note: This is not an application for a credit card and we will not use the information that you provide us for any other purpose."
Use of this preapp form is always either a soft or a "no INQ" process,
If you select one of the products presented after you submit the form (if any) and continue the process further it will become a credit app and you will be hard INQ'ed.
