No idea if this will apply here, but for those referring to it as a perpetual 3% travel.... There aren't a whole lot of pick your category card, I think one of the oldest is US Bank Cash +. That card started off uncapped with a number of easy-to-use categories. Fairly soon it underwent a series of nerfs, first capping, then removing the most popular categories (and a bunch of other value-reducing changes).
So I wouldn't be amazed if this card institutes a cap as well (although 3% isn't as dangerous to the issuer as Cash + 5%) and/or removes travel as a category.
