I tried both of those links, and I see "Want to view your card offers?". After clicking on it, it either does nothing or opens up view all cards. Does this mean I have no offers?

Did you fill in your information?
I was only asked for my information once with your links after logging out of my account. Still I did not see any offers after filling in my information.

Well, I contacted them via phone and secure message and both of their answers were no. Specific offers cannot be applied to accounts that are already open.
Disapointed.

I received this original offer that expired about a week ago. Today in the mail I received the same offer that expires in February. I just took 2 HP's (one for engagement ring and 1 for CLI) so I am still hesitant about applying even by February but we will see. It is a great offer and a great card.
