BOA PC with very high UTIL

Is it possible to do a PC (from student to a different card) with very high util or would they prefer to do this when there is a low/no balance? I know for a CLI you need a low balance, but what about the PC? Thanks!

I would say for safety, any time you want a bank to do anything for you, ask them when you have a very low/no balance.
