I was successful in upgrading my VISA Gold card to World Points today after a couple of failed attempts.

I hardly used BOA card, it was a "Gold" card that was upgrade from secure to unsecure about 7 years ago. They've increased CL from $200 - $800 gradually over the years.

After reading up on "product change" on this board, I thought I'd call BOA and try my luck. After several calls, emails and online chat, I succeeded in upgrading to WorldPoints.

I don't know if they gave me a CLi but I was able to upgrade with an initial CL of $800 on the Gold Card.

I had no problem to change my Visa Platinum Plus Emerging Credit Card to BOFA Amex, even got some cli on activation.
