Yes, as a general rule, "ignore" pre-qual stuff you get through the mail.   Just marketing, no real guarantee of acceptance and are the cards they want to promote rather than the ones that will do you the most good.  In addition, people have frequently found that the public offereings have better conditions than those in the pre-qual

 

So as rembrandt suggests, go the issuer sites for prequals, but even then, don't take stuff if it makes no sense (a lot of people get prequals for Chase Slate for example, which is only useful if you need to do a BT).  If you get several pre-quals from an issuer, but would rather have a different card from them, it might be worth applying instead for that unless you know that the card has much higher UW.
