Give me some off the beaten path banks that offer 0%... trying to help a friend out.
Right now, DCU. Offer good until 1/31. (Only until July though).
Probably should get the usual suspects out of the way just for the sake of completeness too.

Banks? That I don't know. But if your friend is willing to use a credit union, Alliant is currently offering 0% for 12 months. And no BT fees, as always. $100 bonus listed on the site, but they offered me $500 when I applied... must have been a targeted offer. No hard pull, but I was already a member with a share secured loan.

All BofA cards offer BT, though they seem to have gone to 4% fee for me.
US Bank sends BT offers regularly, they are 3% fee, occasionally for 0% but often seem to be low APR like 2.9%.
Discover can have ongoing / recurring BT offers. Call them up or check on line, they may have hidden one on your on-line account, like the ones that keep appearing on mine.
PenFed Promise is running regular BT offers for no fee, 4.99% which is good to have if there is a short term need for the BT offer.
Yep, no postal mailer, but Discover has two offers on my on-line account:

That offer expired Jun 30 2015 it says. Doesn't exactly give me a warm fuzzy feeling about how promptly they'd process my payments!
