In my own experience, Pentagon Federal Credit Union is the only card which offers balance transfer year round. A lot of credit card companies are offering balance transfers at sign up, but after the promotional period has expired, they convert to the regular APR, or another cash advance.
What other cards offer BT after the promotional period?

I continually have a BT offer available from BofA, currently: 3.99%; 3% fee, no cap; 9 months. This is always rolled over every few months. Many CU's continually offer BT's. PenFed does, but the 2.99% rate is only available during a few months of the year. Last year I think it was two months and this year four months. The period for this year closed Monday - the rate is now 5.99%. The duration of the big banks intro offers has been pared down by about 20% it looks like - a while ago, 12 months - now, 10 months.
BoA 3.99% 9 months
Addison Avenue 3.99% with standard rates as low as 5.24%
PSECU 3.9% throu December 2010
Juniper Business MC & BankAtlantic Business MC (Barclays) 0% for 13 months
PenFed 2.99 to 5.99%
Alliant has promo offers of 5.99 at various times
Okay, thanks for all the replies. I don't have any of the other bank's CC mentioned, but a Penfed Credit Card and I'm very happy about it.
Not really looking to expand my horizon, I was only curious.

went from boa visa signature 15.99% to mcu balance transfer 3.99%

Yup, you can save lots of money with BT's. Just for reference what was the amount of the fee for the BT and how long is the 3.99% rate good for?
3.9% for the first six billing cycles if qualifying balance
transfer of at least $3,000 is made at time of application,
after that or otherwise, 9.15%
