Bank of America - Converting card to maximize points

I'm planning on opening up a BoA Better Balance Rewards card, but was wondering if it would actually be smarter to get the BoA Cash Rewards card first and then have it switch to the BBR card since it doesn't have a signup bonus.

the BBR is capped at 25 bucks per quarter and 100 per year...not ideal if you ask me..but if it fits your eeds then i say go for it.

The only things I really buy are through Ebay / Paypal. But besides that I won't really be spending more than 2k/year on other things probably. So I would get more money out of the BBR vs another (5%) card I think.
