What exactly is a Bank of America 123 card? I have a BofA Americard Visa and Mastercard and was thinking of PC'ing it later?

It's their cash-back rewards program.
Structured:
3% Gas
2% Groceries
1% Everything

At least 12 months wait for PC. So on your 13th month, it would be safe to PC.

It depends what you're trying to get in terms of rewards. Cash or Points
The best thing to do is to click on this link: https://www.bankofamerica.com/credit-cards/overvie
And select the category you want i.e. cashback, points etc ...
That would be a good starting point.
