It's only for opening a new account, I know the NFL card is offering this, I got it in March, some other Barclays cards may also offer it. As for the OP's question, I paid my 2nd half property taxes online & it qualified for the bonus. I could have spent $500 in 3 months by charging everything to the card, but I get 2% rewards by using different cards for different categories and the property taxes was a quick & easy way to get the spend bonus for an expense already in the budget.
I made a $500 tax lien payment on my NFL card to satisfy the spend.

This type of question is asked often, and I don't understand why! Why would Barclays or bank X care if you went to a store and paid $500, or if you paid a merchant via another route? The merchant charges the card either way, and Barclays get the swipe fee.

Not necessarily true! I PC'd from Rewards MC to Arrival (No AF) and they only offered me 1,000 miles after first purchase. I got very lucky with another 5,000 miles after calling back a day later and questioning a few things. 1,000 miles is common from what I've researched and read. 10,000 miles is not common. YMMV!
