I got the Arrival card a few months ago and just now noticed that I did not receive the 0% apr offer. I am going to call to try and get a reduction, or at the very least, a CLI. 

Anyone have the number or any ideas/tricks on how to accomplish this?

Call the number on the back of your card and ask for an APR reduction and you should be transferred to the retention dept.  you can then ask for an Apr% reduction along with a CLI after you either qualify for the apr reduction or not, always end with that question.

They don't have a direct phone number, internal transfer only.

UPDATE

They said my account was too new for an APR reduction and when I asked about the CLI, the rep said he took an internal look at my account that would not effect my score and ask about my annual income. He then offered me an additional 3k to my credit line. 

I like Barclays so far, minus the lack of chat. The reps really seem to help wiggle around hard pulls.
