Not sure what you have from 2003 but it should be removed with 7 year rule dispute it with CB's 

Before you app think...
Have you done your research of the CC?
Does it fit your spending?
Do you have a plan for the bonus w/o going into debt?
Can you afford the AF?
Do you know the cards benefits? Is it worth the HP?

You can ask for that account to be reopened but the odds are very low. Almost all creditors will make you reapply rather than than reopening a closed account.

I agree, anything over 7 yrs from DoFD should not be reporting. Dispute it!

If you have paid the best buy card then you should write Good Will letter to creditor to delete the credit line from your report. Even paid collection drag your score down. I agree with LS that CapOne is your best bet.
