Looks like somebody has answered the question, at least in regards to having to wait 12 months...
I have heard this from others as well, so while this link is not specific to Belk, I can't see it not being applicable. It would just be too tempting to close a card and immediatly reopen it just for the one-day 20% off a large purchase.

When applying with the lender, internal records can be used in addition to the bureaus, and the issuer can consider a single payment so much as one day late as justification for denial . The only advantage of internal-only reporting is that other lenders aren't aware.
