Best Buy Store Card/Citi CLI Request Hard or Soft Inquiry???

In the past, I was able to request for CLI online as a soft pull when the account was handled under HSBC and Capital One.  I noticed that now, there is a notice that Citi will pull a credit report.  Is this a soft or hard pull?  Does anyone have experience with a CLI with Best Buy since Citi took over?

Just to back up cableguy123 - it's a hard pull.  I'm about to tell best buy to screw it with my recent high CL approvals with other cards.  Why pay the annual fee anymore?
