Best CC for low interest?

What is best CC offer you know of for low-interest (not rewards) credit cards? I already have a Capital One at 7.9% - what else is there? I'm not looking for a great introductory offer, just a good APR. Thanks!

Your best bet is going to be local credit unions. They're also a lot less likely to rate jack you once you carry a balance. Although, 7.9% is very good...

you may want to focus your search on cu card options so you don't have to worry so much about climate issues, like getting rate jacked whilst carrying a bal.  here's the lowest rate on a cu card that i've seen: 
 
 
http://www.partners1stcu.org/ check eligibility, currently lists visa platinum at 4.99 variable.
 
 
2 relatively 'low rate' bank cards:
simmons first offers solid low rate card(s) mostly for squeaky clean records w 750+ score .  7.25 fixed apr
 
citi platinum select currently goes as low as 8.49 variable upon app., i believe, depending on history

Will a credit union allow me to have a credit card without other types of accounts?

Usually you have to have at least a savings account with a CU before you can get any of their services like CCs or Loans.  I orignally opened an account at my CU to get a car loan.  I liked it so much that I eventually eneded up transfering all my bank accounts there.
