@IIRC, Barclay's Rewards has a 2% category for utilities. Alternately, you could use a good general spend CC (Fidelity AMEX and Citi DC @ 2%, Cap One QS/QS1 @ 1.5%). I don't know of any cards that give more than 2% on utlities. I'm not sure how the cards with points redemption fare for utilities, so hopefully someone else can comment on those.

USBank Cash+ has mobile bill payments as 5% cashback catery. For others Barclays Reward or Citi DC or Fidelity Amex are the best, I think, giving 2% cashback.

If your not maxing out your 5% grocery on your Sallie Mae buy Visa gift cards at a grocery store and then use the gift cards to pay your bills.

$5.95 + up to $250 = half your rewards up in smoke.
Ink Cash is 5% on phone, internet and cable.
No AF
Downside is you need a business or a sideline to get one.
Upside is that it doesn't report on your personal CR (unless you have +30day lates or other negatives)
