1) I'm looking for a travel reward card with no annual fee & foreign transaction fee
Penfed travel card (hmm..offered in AMEX) and capone venturone (or, basically all cap one reward cards) seem to be good candidates. Anyone got other suggestions to be added to the list?
2) Prearranged over-limit
What if I'm getting tickets (for the whole family) and the total comes out to be larger than the credit limit? Could I simply call the CS to arrange a temporary credit limit increase and offer to pay it off right away?

Discover miles Card has no annual fee and no foreign transaction fee.

Capital One VentureOne or Cash Rewards are good choices. They are offered as Visa Signature or World Mastercard, they have a type of NPSL, so CapOne may let you go over your credit limit.

To your second question, you are looking at Visa Signature or World MasterCard. Both are only available when your credit limit is above $5K. What happens is that you are allowed to go over credit limit (amount is depended on each lender based on your credit risk). Any amount that is over the limit must be paid in full.
You are pretty much looking at CC from Capital One. However Capital One has yet to adpot EMV standard. This may be a big problem when traveling as a lot of foreign merchant does not accept magentic strip based credit card anymore.
