Best way to get lower rates on Chase...PC?

My broher has a Slate and a Freedom, both at low-mid-20s rates. He has balances on both. I told him to call to ask for a lower APR, and he was denied on both.

Is there an EO contact to try? Is it maybe a better idea to try to PC? Or should he go straight for finding a card to BT to?

You could try calling lending services (888-245-0625).

If that still fails, your best option is to seek a BT card.
