BoA CLI = Hard inquiry?

Last week I requested a CLI from one of my BoA cards because I heard on this forum that they're soft pulls unless that contact you to tell you they are going to do a hard pull. I got the thing that asked you how much you wanted so I filled that out. I requested 13K and they gave me $11,700. I was very happy with that.

Then today in the mail I get a letter telling me that they were only able to approve me for the above amount due to sufficient credit with them and information they reviewed from Experian.

Does this mean it was a hard inquiry?

BofA does soft pulls. For the record, I love my BofA card...it has been really good to me.

I received that letter also one time. It's still a soft. They just like to see a fair amount of usage before getting too high with the CL too soon.

I keep getting emails from BofA telling me, "Congratulations!  Your credit line has been increased to: $7,500.00!"

Uh, yeah, like three months ago.

I get the same thing, except with Citi. I think they are upset I used their 15 month no interest offer on BTs and then haven't touched their card, even after a 25 percent auto-CLI.
