I have repeatedly tried to get CLI from C1 and it's been declined. Not sure why... my score has drastically increased since I opened the two accounts. since they have refused I tried to send an email but with no response. So I applied for and was approved for 2 other cards citi and discover. After that I send the EO an email and they called today but I was at work. I'm wondering, should I tell them about the two new cards? I'm sure they will see it when they do a softie... all I want is an increase on both cards or ill cancel them both and transfer the balances to the new cards. What are your thoughts on how to proceed Monday when I call back??? (sorry about the typos... I was using my cell phone)
UPDATE... I never received a call back but they increased form $500 to $1500 and $300 to $1500 and then I applied for Venture and was approved for $10000
C1 = Capital One and not Credit One?

If Capital One, and your scores improved, if the limits on the Capital One accounts are three digits (like $300 or $500) then your best bet is to app for a new Capital One card for no AF and see if you get a higher limit.
I know my score w TU per credit tracker is 724. and yes I do mean Capital One
Ok, so consideration should be given to another CapOne card, and if you app for that, you may find a larger CL.

No. Like the op said, if Capital One didn't increase you automatically on the Credit Steps program after 5 months, the cards you have aren't designed to grow your credit limits.
It's time for you to apply for a Quicksilver or Venture card, and if those don't work then make the phone call.
