After about a 11 day wait i finally got a call from capital one's EO office. I asked for my QS card which is a QS one with AF removed for good to be upgraded to a world mastercard. Well i signed into my online banking and now my plat card has been changed to world . I also asked for cap one to beat my AMEX credit line (15K) my line is still 10k for my venture but i am holding out hope.

It my recent experience they move the limit after they change the card, usually 3-5 days after you will see a limit increase if they do. But as always YMMV
