It's like any credit union. They have the right to define themselves by whatever criteria they choose. So Navy FCU serves members of the Navy and Marine Corps and their contractors. USAA is geared toward current and former military. Lots of university-based CU's started out being for faculty, staff, and students of specific universities. And CCCU defines itself as a membership organization for confessing Christians.
If you choose to join, then you accept their criteria. I don't think that they're going to turn up at your door and quiz you. So this leaves it up to you and your conscience as to whether you want to click "yes."
