CCCs cannot soft pull when

When you have the bureaus frozen, I was told today that they cannot even do a soft pull (Walmart Dicover card---GE). I tried to request a CLI, but the rep in credit department came back on the phone and told me that I have to unfreeze my TU, so he could access my file. I thought that once you have an account with a creditor that they can just manaully soft the CR. Is this the norm or just with some erditor. Or maybe he went for a hard pull and was denied. Could this be the case???

They probably tried to HP you... I've had my bureaus frozen since Feb, and Chase has been able to do Account Review, which is a soft.
