CITI CARD HARD FORM/CLI

Hi everyone, in July I recieved a cli from my citi card there was  no hard form just had to call citi per the online link message, check my account today and BAM there is the cli link and the hard form present, now I have auto pay with citi so they do know my banking information so I do not understand the rational, even as of today I have a credit balance on my account from an auto pay deduction last statement, has this happened to anyone eles getting occasional hard forms to fill out and then not get any at all, I wonder if I should call citi.  Thanks for any information.

I've had the form there for several months; always a hard pull. Actually, I check every day and it is there. Never received an increase. Don't fill out the form.
