The SP CLI from Citi is not guaranteed. It seems less than half get it from what I've seen. I've never had one on my 20 month old card. Also, most who do get it seem to get CLIs of 1000-1500. Not sure what your Citi limit is currently.
Citi has never given me my highest initial credit limit and 6 months CLI are small regardless of what limits or balances are on my credit reports. Last CLI was on a HHonors card $6500 -> $7700. I'll definitely take it, but it pales to Amex 3x

Plus I'm going to shoot for the moon so as they don't "insult" me with their counter offer. Who knows what will happen

With SP increase you just enter your income info and you get whatever they give. For HP increase, you enter income and requested amount.
