Macy 400CL- ask for a gli every 3 months, however you need to use it sparingly
Orchard 320CL- very difficult to get a cli, very stingy
Best Buy Reward Zone MC 320CL- again very stingy with clis
Toys R US 500CL- dont know sorry
HD 1000CL- must use it sparingly and ask once every 6 months
Zales 500CL- dont know sorry
This is all i know about these cards however i would say to do a search with the search terms of the credit card name and cli, posts will pop up for you to review.

I dont know about all cards. When I ask Macy's / Nordstrom / BOA / FIA I get CLI with soft.
Every time I ask CLI with chase / national city I get hard.
HSBC they say there will be hard, but there is no hard.
