Chase cards are notorious for HP for customer initiated CLIs.

American Express is never a hard inquiry for a credit limit increase and I have never known Bank of America to be a soft inquiry.
Discover was a soft inquiry for me both times with the option to initiate a hard inquiry if I wanted more. They will tell you if it is hard or soft before doing it.

i went for CLI's on my Chase, BOA, and Discover card last year, and all three were hard pulls.
