Okay. I need to know what bank I can request CLI by SP and which banks are HP only

I find that Synchrony is typically a SP, if done online or on their automated system.  Not always true with the Paypal, Care Credit, HHGreg, CarpetOne (the cards you can only access the accounts via Synchrony.com).  When I talk with a CS rep for a CLI, it always seemed to be a HP for me.
