Should credit cards be PIF priore to requesting an increase?

Others will have an opinion but personally all of my increases were given when there was less that 20% usage on that particular card. However, I would not ask for one if I were already above 50% of the Limit. That's Just me.

I don't think so.  I just requested CLI on my Discover with balance on it.  But, I've been paying the statement balance PIF every month right before the due date.  I told rep, the reason of this request is to keep my util down since I am charging at least 1/5 of my CL.  Then they gave me CLI from $2500 to $7500.
