Would having a Citi NPSL card count for the CSP 5k nonvirgin requirement?

your scores look good enough, I think the overall length of your history is more important... the $5k on another line before they will give you one seems to be going away more and more these days... and if you have a relationship with chase already, seems to be even more likely to get approved!
A friend of mine had never had credit until one year ago. Since then she has had Capital One $300 limit card and increased to $500 then to $1500.
When she apped for the CS was approved instantly $5000 CL.
There is usually one lender out of the top few that will take the first jump at granting "one" high credi line. It's not always based on existing TLs for those starting out in the credit building mode.
I had a chase freedom with a credit limit of $700 that I barely used. Six months later they gave me a marriott premier card with a 5k credit line. I think you'll be fine
