The sign up bonus is higher with the $125 AF.

Sounds terrible if you plan on keeping it after the sign up bonus.
True but awesome if you were planning on cancelling before the year is up anyways. (DW will cancel when I pick mine up next year)

Not really. The additional bonus was 10K UR. As some people value a UR around 2c, this is $200 extra, and the annual fee is $30 more. So from that view, keeping it for 6 years would still leave you ahead.
Might be a marketing trial to see if people will pay the increased fee.

All lenders will experiment at one point or another with a variety of products. Not surprisingly, individuals will either see a value or simply apply for them.

For anyone with disposable income, and as longtimelurker pointed out, the $125 AF is really a drop in the bucket and still retaining a positive value on the card in the long term.
